Modern urbanization has led to the continuous increase in the number and scale of commercial complexes.On the one hand,it has become a city landmark to highlight the rapid development of society,meet people’s diverse needs for entertainment,consumption,and travel,and improve residents’ comfort and happiness in life;On the one hand,the ever-increasing number of safety incidents is also constantly alerting managers to solve the problem of how to improve emergency response capabilities and improve safety guarantee mechanisms.Under such circumstances,the emergency response capability assessment research of commercial complexes has received more attention.At present,my country has not specifically conducted research on emergency response capability assessment for commercial complex emergencies,and lacks a set of scientific and complete assessment systems and methods.The safety assessment of commercial complexes mostly relies on building fire protection assessment,and only based on various Construction standards and design specifications consider the objective state of the current commercial complex,and cannot fully measure the ability of the commercial complex to respond to,handle and recover from emergencies.Therefore,it is difficult to improve the emergency capability of the commercial complex in an all-round way..In order to solve the above problems,the author has carried out related research,taking commercial complexes as the research object,proposed the concept of emergency response capability assessment,and tried to build a set of commercial complex emergency response capability assessment framework.This article selects commercial complexes as the research object,builds a commercial complex emergency response capability evaluation model based on relevant literature and crisis management,fuzzy mathematics theory and related evaluation methods,and takes a commercial complex as an example.Case application analysis of the evaluation model.Firstly,review the research results of domestic and foreign scholars on emergency response capability evaluation through literature and analyze the characteristics of commercial complexes.Based on the general principles of index system construction,the key indicators that affect the emergency capabilities of commercial complexes are combed,and the corresponding hierarchical structure model is constructed accordingly;Secondly,in order to reduce the adverse effects of subjective evaluation,the analytic hierarchy process is improved based on fuzzy mathematics theory,and a fuzzy judgment matrix is constructed to calculate the weight of each indicator;then,combined with the laws and regulations promulgated by the state and the actual operating capabilities of the current commercial complex,The level of team management and emergency handling efficiency are relatively scientifically divided into fuzzy levels.A comprehensive evaluation model is constructed based on the TOPSIS method to evaluate its emergency response capabilities and ranks according to relevant standards;finally,a commercial complex is selected for example application analysis,Apply the commercial complex emergency response capability evaluation model to the commercial complex,and score the indicators through field investigations,interviews,and random questionnaire surveys.Finally,use the model method to calculate the commercial complex emergency The level of emergency response capability for incidents is Level 2.The emergency response capability of the commercial complex is at a relatively strong level and can better respond to emergencies.The practical application proves that the evaluation model has good applicability.The research on the emergency response capability evaluation of commercial complexes provides suggestions and references for the management of commercial complexes in the future.It enhances the emergency response capabilities of commercial complexes,reduces casualties and property losses caused by emergencies,and promotes social safety.Stability has positive theoretical significance and practical value.
