The People’s Diplomacy Study Before The Normalization Of China-Japan Relations

People’s diplomacy is characterized by its rich content, flexible forms and relative stability. It plays a special role in eliminating the differences in understanding among people in various countries, enhancing mutual trust and affection, and improving relations between countries, and it can often achieve the results that official diplomacy cannot make, which is well demonstrated in the process of the normalization of China-Japan relations.After WWII, the Yoshida cabinet pursued the anti-China policy, and signed the Japan-Taiwan Peace Treaty with Chiang Kai-shek, which blocks the normal development of China-Japan official diplomacy. Guided by the thinking of "two distinctions", the new China started from the economy and trade and tried to open the window of the China-Japan folk association. After twists and turns finally came the normalization of China-Japan relations in1972.Using documentary research method, this thesis review the history of the people’s diplomacy between the two countries before the normalization of China-Japan relations. On this basis, the thesis analyzes the reason why it is difficult for the people’s diplomacy between the two countries to make smooth development, and learns from these lessons to provide some guidance for the China-Japan relations in the new era.At the same time, it should be noted that public diplomacy as a new form of diplomacy is emerging in the current globalization process. The public is increasingly vulnerable to the impact of negative news. The impact of public opinion on a country’s diplomacy is also growing, and is playing an increasingly important role in the diplomacy of big powers. Facing with the fact that Western powers have monopolized global public opinion, strictly blocked the positive voice of our country, and spread the fallacy of "China threat theory", we must find a breakthrough to establish the image of our country as a responsible country with peaceful rise. Since the normalization of China-Japan relations is the first time when the new China has established official diplomacy with a hostile country through accumulative progress with the help of people’s diplomacy, summarizing the experience in this process will provide some reference for the development of our public diplomacy in the new era.
