A Research On Japan's Public Diplomacy Towards China Since Abe Took Office For The Second Time

Since entering the 21 st century,with the continuous growth of national strength and the promotion of international status,the role of China in the international arena has increasingly become the focus of world attention.At the same time,the world's recognition of China's peaceful development and national image is undergoing tremendous changes.How to make the world know China,understand China and accept China's peaceful development is becoming an important topic and urgent task of China's diplomacy.In December 2013,when elaborating on the Chinese dream and promoting national soft power,Xi Jinping tressed the importance of building China's national image and clearly proposed that the theme of China's public diplomacy was to disseminate Chinese culture,tell good Chinese stories and clarify Chinese values.Therefore,to attach importance to and strengthen public diplomacy has been elevated to the height of national strategy in China.Public diplomacy,as an important means and ways in handling foreign relations and foreign policy practices,plays an increasingly important role in national diplomacy.At the same time,with the "soft power" and other international relations system theory continuously,people for public diplomacy theory and political understanding has been deepened.As one of the earliest countries in the world for implementation of public diplomacy,Japan has accumulated rich experience in public diplomacy.Over the past70 years and more since the end of the The Second World War,Japan has used the means of public diplomacy in dealing with foreign relations,especially in dealing with China,which has effectively enhanced the effect and influence of Japan's diplomacy in realizing the country's foreign strategies and policies.Over the past 40 years and more since the normalization of China-Japan relations,Japan has played ahuge role in public diplomacy with China,which has been increasingly valued by both governments of the two countries and by the world.Since Abe took office for the second time,the foreign policy of Japan's government toward China has gone through tortuous course of development,and China-Japan relations have experienced ups and downs.The year 2018 marks the 40 th anniversary of China's reform and opening-up and the 40 th anniversary of the signing of the China-Japan treaty of peace and friendship.How to further promote the improvement of China-Japan relations in the new era requires both sides to make more efforts,and public diplomacy is therefore given more attention and expectations.To analyze and research the Japanese government's diplomacy with China and public diplomacy since Abe took office for the second time,in order to grasp the future.The direction of the administration of Japan's foreign affairs with China has become a top priority.In this paper,according to the strict logic of academic research specification,the content of the paper is putting forward by combing with problems in research background,definition and theory of interpretation,and the related factors,policy and practice,effect evaluation and prospect,etc in this paper,the logic of the main line and the main framework,with overall planning of full text of five chapters to analyze the thesis,through research perspective innovation(Japan's global diplomacy and foreign)on China,the theory and method innovation(soft power theory and the comparative analysis of public diplomacy and people-to-people diplomacy)to carry on the innovative research,final conclusion conforms to the objective with the international research guidance.This paper in the introduction part is the background and the selected topic significance,domestic and international research current situation,research thinking and methods and so on.This portion has carried on the brief explanation,pointed out the existing research both at home and abroad for Japanese public diplomacy which China is lacking in the attention of theoretical,systematic and comprehensive.Besides,during Abe`s second tenure,the more targeted research of Japanese public diplomacywith China is still lacking for further reflection.In the second part of this paper,starting from the verification of basic theories,the theoretical interpretation of public diplomacy is made to clarify the correlation between public diplomacy theory and "soft power" theory,between the public diplomacy and people-to-people diplomacy,and the correlation between Japan's diplomacy and Japan's public diplomacy with China,to construct the theoretical analysis model and research method of this paper.In the third part,this paper analyzes the background and the role definition of Japan's public diplomacy with China since Abe took office for the second time.Start with the correlation between diplomacy and public diplomacy,and integrate related theories into the subject.In the analysis,mutual relationships and influencing factors of public diplomacy with China,people-to-people diplomacy and other related fields are clarified,and then the role definition of Japan's public diplomacy with China is discussed.The fourth part consists of three chapters.Through the methods such as case analysis and comparative study,the specific strategy,system,mechanism and policy implementation of Japan's public diplomacy with China since Abe took office for the second time are systematically and comprehensively sorted out.The structural contradictions,the characteristics and limitations of the Abe administration's public diplomacy with China are analyzed.On the basis,this paper assesses the implementation effect and influence of Japan's public diplomacy with China.This paper holds that: I.The overall design of the foreign affairs of Abe administration to China is still intended to improve China-Japan relations from the perspective of policy logic.The overall situation of Japan's diplomacy with China is tense,but against this background,in the field such as cultural exchanges and tourism,the Abe administration' contributions to improving china-japan diplomatic relations take some effects and are supported by the Chinese domestic constituency.II.The implementation subjects of Japan's public diplomacy with China mainly include foreign ministry,Japan foundation for international exchange,Sightseeing hall,foreign embassies and consulates in China,relevant departments and non-governmental organizations,etc.Among all the subjects of the implementation of public diplomacy with China,although non-government institutions and civil activities take up the highest proportion on the surface,government agencies such as foreign ministry still play an important role in the implementation of public diplomacy.III.Obviously,there are inherent structural contradictions in the implementation of Japan's public diplomacy with China.The diplomatic layout has become disjointed with the real state of China-Japan relations.This situation exacerbates the deviations on the decision-making level and the predicament of the implementation,which restricts the effect.IV.The characteristics of the implementation of public diplomacy in China by Abe administration has obvious inclination of benefit pursuing.For Abe administration,the effective implementation of the public diplomacy can bring out remarkable economic results,promoting the development of related industries such as retailing,hotel industry and catering service which would be a plus for the economic policies of Abe administration.V.Through the comprehensive consideration of China-Japan relations,the international relations in Northeast Asia and the relations at the global level,Japan's public diplomacy would lock into the predicament of Japan's diplomacy with its neighboring countries and of the diplomacy with China,especially into the mire of the tense relations with China about the issue of the territory,the maritime rights and interests and the historical conception.On the above researches,combined with the overall review and analysis of Japan's public diplomacy with China,the fifth part generalizes the following conclusions:I.There exist obvious strategic and policy considerations in Abe administration's public diplomacy with China and its implementation,which should be one of the most important focus areas,involved Japan's public diplomacy with China.II.The public diplomacy plays an significant role not only in Japan's foreign policies on China,but also in its global public diplomacy.Japan's public diplomacy needs to make necessary reforms in response to the era change,but the achievementsubject to the combined effect of Japan's internal affairs,foreign affairs and international environmental changes.III.The public diplomacy with China takes effect to some extent,but has obvious limitations.Public diplomacy is not a zero-sum game,while Japan's public diplomacy thinking contains the color of a zero-sum game,which greatly affects the formulation and implementation of Japan's public diplomacy.
