Study On The Cooperative Relationship Between The Local Government And The Non-profit Organization

With the deepening of economic system reform,the relationship between government and society is improving, non-profit organization(NPO) has also been a better development. However, the legal, personnel, capital, management and other issues restrict the formation of health cooperative relationship between local government and NPO. Local government doesn’t want to give the power to the NPO and NPO have a strong dependence on the local government, and it lacks of independence. It cannot be used as a bridge between the government and society to communicate the existence. This is not conducive to manage the government effectively and reduce the social contradiction. It is not conducive to the development of NPO. It hard to achieve "small government, big society" pattern.This paper uses comparative analysis, analyzing the problem between local government and NPO. It appear the nonidentical cooperative relations, the management limitations, lack of laws and regulations and the limitation of development of NPO from the analyzing. Through the method of comparative analysis, analyzing of experiences from the cooperative relationship between America, Britain, Japan, Germany and Australia government and NPO. Based on the innovation of research angle of view, research methods. On motivating NPO to have a dynamic perspective,analyzing the problems, proposed the concept of "incubator organizations" to improve the ability of NPO. Based on the above, accelerating the interaction between local governments and NPO.The benign interaction between NPO and the local government is to promote the development of NPO and it provides the important guarantee for promoting social progress.Whether the report at eighteenth Party Congress, the third plenary session of eighteenth central committee or other major conference, emphasizing the concept of the social autonomy, emphasizing the thought of separate government functions from commune management, emphasizing the importance of the social governance between the government and NPO to form a good cooperative relationship. This is the significance of writing this paper. In the final analysis, positive interaction relationship between NPO and local governments requires the joint efforts of the both and the continuous improvement of its own. This paper through analysis of the problems and causes,and foreign experiences, putting forward five countermeasures were:to establish equal and cooperative mode; strengthen the policy participation of NPO; to perfect the legal system of NPO; to improve autonomous ability. At present, it carries on the summary, and looks forward to the future. Under the current circumstances, we should further transform government functions, promoting reform of the administrative system, speed up the development of NPO, and making efforts between NPO and local governments in China to establish the new relationship of a Government-led, and NPO keeping independence.
