China is a unified multi-ethnic country, with a total of55ethnic minorities besides the Han. Now, withthe further development of China’s socialist market economy, there have been more frequent contacts andexchanges between minorities, which on the one hand, promotes understanding between the variousminorities in China, and on the other hand, increases chances of inter-ethnic contradictions and disputes.According to the statistics data in recent years, national contradictions and disputes show a trend of gradualincrease, and the city as a regional political, economic and cultural center, has become the major place ofethnic contradictions and disputes. Therefore, research on reasons for ethnic conflicts and disputes arisingfrom urban areas, solutions, preventive measures and emergency solutions after an incident will definitelybecome hot academic research topics, especially studies of contingency plans.When the State Council promulgated the "National Public Emergencies Overall Emergency Plan" in2006, all cities have developed emergency plans for disputes in their administrative district, in which ethnicconflicts as part of public emergencies are mentioned. However they are mostly descriptions in principlewithout practical operability. And academic research in this area is also relatively rare. Therefore, we havetargeted at contingency plans for urban ethnic contradictions and disputes and made a comparative analysisof contingency plans for disputes, ethnic conflicts developed by local governments. And drawing onsuccessful examples of the contingency plans of other industries we have analyzed the problems of currentcontingency plans for ethnic conflicts disputes in our country, and tried to put forward approaches offeasibility in the establishment of contingency plans for urban ethnic contradictions and disputes in order toimprove research on contingency plans for disputes, ethnic conflicts in our country.Targeting at contingency plans for urban ethnic contradictions and disputes, the paper is specifically divided into four chapters: Introduction is about the research background, research significance, researchsituation and the research methods used home and abroad; The first chapter is an overview of urban ethniccontradictions and disputes in the new era, outlining reasons for the formation of urban minorities andcharacteristics of urban ethnic minorities, followed by the analysis of typical cases, introducing themanifestations of urban ethnic contradictions and disputes, their characteristics and impact in our country.The second chapter tries to analyze, sort out, and compare our existing contingency plans for urban ethniccontradictions and disputes, summing up the operating mechanism in our existing emergency plans forurban ethnic contradictions and disputes and pointing out the defects, which lays foundation for futureresearch in this paper. The third chapter gives an overall vision of the establishment of contingency plansfor urban ethnic contradictions and disputes in our country, expounds the principles and methods inestablishing contingency plans, and on that basis, discusses in detail the development of contingency plansin order to make them more operational. At the end of this chapter, the author, taking Kaifeng City as anexample, develops a contingency plan for urban ethnic contradictions and disputes. The fourth chapterexplores implementation and improvement of contingency plans. We believe that, in the implementationprocess, we should adhere to local conditions, make flexible use and cooperate with one another. We mustfocus on long-term mechanism, conduct rehearsals on a regular basis, evaluate, constantly update andimprove contingency plans in practice. Finally comes the conclusion, a reflection of innovations andshortcomings in the study.
