The city is not only a symbol of modern civilization, but also thecenter of the economy、politics、science and technology、culture、education, and a platform for advanced social productive forces.Therefore, in the first20years of the21st century to achieve the goal ofbuilding a moderately prosperous society, to speed up the process ofsocialist modernization, and accelerate the pace of urbanization which isthe only way to improve the economic efficiency, and the only way toeliminate the dual structure, to achieve social equity too. On thebackground of China’s accelerating urbanization process, the functions ofGuangxi government is also following changes,and the government’sbehavior patterns are constantly exploring innovative, how thegovernment to do on the urbanization is a continuously explored researchtopic about the development process of urbanization. Therefore,combined with the actual situation of Guangxi, the establishment ofscientific and reasonable, workable government action theory, whichcould regulate the government behavior, and make the governmentmoderate, promising and efficiently to promote rapid and healthydevelopment of the city.
