Obama came to power in a new situation for the Bush administration’s policy of dialogue has been adjusted, first, to enhance all-round cooperation with China, the China and US cooperation, including trade, agriculture, industrial, aerospace and so on; then the United States in recognition of great power status at the same time encourage China to assume more of the responsibility in the organization, to address the global financial crisis, global warming and global political and economic order reform of global governance; increase China containment efforts, the use of various strategies to contain China in the political, military, economic cycle, trying to slow down the rise of China. The reason for the change of the Obama administration’s China policy is:deep economic crisis, economic slowdown, reduced exports, declining share in the world economy, high unemployment, continued downturn in investment markets, the dollar’s international status has been impact; enhanced international economic, technological, cultural, military and global influence significantly improved; many developing countries, rapid economic development and promote changes in the international mechanism in control of both international power and right to speak in handling international affairs, international power showing the situation of dispersion and of mutual checks and balances, global strategic changes in the pattern caused by the relationship of China and US and therefore face trade cooperation deepened, the friction increased, China and the United States while expanding areas of cooperation, but not because of increased interaction to eliminate the two countries’ strategic suspicion, and ultimately led to President Obama after his election, after the Sino-US relations made a good start but not continue to maintain antagonistic conflict to return to after this, the United States can properly view China’s development and growth, can respect China’s core interests, whether the U.S. presidential election out of the said things to take China of the cycle, the two sides can properly face each other on major issues and differences between uncertainties affecting the relationship of China and U.S.
