The incident of the Japanese nuclear power station lead to the world worry about the safety of global nuclear power facilities. As you know, the legal system of Chinese nuclear power facilities is not perfect, which has not a preventive function of the environmental impact assessment system, particularlyLed by unclear spill incident of Japanese nuclear power plant, the paper reflects global concern about the security for nuclear power. At the same time, the paper also regards Penza nuclear power plant EIA events as the breakthrough point. Base on it, the paper also analysis current situation and existing problems of China EIA of nuclear power facilities. Finally, the paper proposes some ideas and specific measures.The paper is divided into three parts. The first part is an overview of nuclear power facilities EIA. The second part is current situation and problems of nuclear power facilities EIA. The third part is improvements of our nuclear power facilities EIA.Firstly, the paper introduces the influence of the nuclear power facilities on human and natural environment, and then expounds concept, characteristics and the basic content of nuclear power facilities EIA. The EIA has the function of judgment, prediction, selection and orientation. Secondly, the paper analyze planning environmental impact assessment of nuclear power facilities, public participation, alternatives choice, the liability of EIA institutions, the measures of nuclear waste treatment and retired system of nuclear power plant. On the planning of nuclear power facilities EIA, china has a late start. Existing phenomenon including subject of prepare unit, the examination and approval department superposition competing is popular. The effectiveness of public participation in cannot be guaranteed, lacking the alternatives choices of EIA. The EIA institutions lack of independence and accountability mechanisms. The EIA report includes less content of the disposal, our country in nuclear power facilities on retirement lack of practice, etc. Thirdly, the paper gives some suggestions from five aspects of the problem respectively, which includes separation of planning unit and evaluation institutions, improving effectiveness of public participation, supplying alternatives choice of EIA, strengthening the independence of the EIA institutions and accountability mechanisms, taking measures of nuclear waste, and retirement of nuclear power facilities of EIA.
