With the accelerated process of globalization, security and cooperation increasingly become the focus of attention of international community. National security and the peace and security of the entire international community increasingly close together,and the security cooperation has become prominent role of international security mechanism. Physical diagram of the main actors of the international community is run by the construction of control mechanisms leading international security mechanisms evolve to maximize their own interests. The major powers in the anarchy of the international community as important actors of the international community to affect the evolution of the international security mechanism will be increasingly more important. Initiative to establish a security mechanism, they are trying to become the dominant force in regulating the relationship between the Member States.
