Study Design Inward International Security Mechanisms

Every time after the great war, the people will be in deep thinking about how to avoid war, the maintenance of world peace and international security. So after the Napoleonic there be the Concert of Europe; after the First World War there be the League of Nations; after the Second World War there be the United Nations. What on earth does these inward-looking security regimes follow which principles, norms, rules and decision-making procedures? And whether these designs can be effective in the security regimes? Are there some problems in the design of the security regimes when failure in maintain the international security?These questions are the starting point of this paper. First introduced the concept of security regimes, trace the origins of international security regimes, and to clarify the characteristics of inward-looking security regim. Then, longitudinal investigated the classic inward-looking national security regimes:the Concert of Europe, the League of Nations, and the United States. Not only investigated the formation and characteristics of these security regimes but also arrangeed these security regimes’ principles, norms, rules and decision-making procedures defined by Stephen D. Krasner. Then horizontal comparison of these security regimes. Horizontal comparison is divided into two parts, one is the comparison of the concept design and the other is the comparison of the functional design. The comparison of the concept design focused on the ideological origins of the design of these security regimes, mainly the balance of power theory, collective security thory, idealism and realism. The comparison of the functional design proceed from the principles and norms, rules, decision-making procedures to start horizontal comparison, analysised the advantages and disadvantages of these three security regimes on the basis of their practice. Finally, to proceed from the principles, norms, rules and decision-making procedures to set the proposed transformation recommended with the existing security regime:the United Nations.The article maintains that the guiding ideology of the United Narions is accessible. Just need to make appropriate improvements specific norms, rules and decision-making procedures. Some norms refers to is not clear, need to be clear. Some regulations are no longer used, need to do a proper deletion. At the aspect of decision-making procedures reform, we discussed the reform of the Security Council in two respects:one is the reform of the Security Council members, pointed out that the points for attention of the reform of the Permanent members of the UN Security Council; another is to increase the effective authority of the Security Council, pointed out that the reform of the Security Council to to play the role of the Military Staff Committee should be regarded as an important strategic step to improve the UN’s collective security regim to change the embarrassment in the Council only authorized but unable to command and control the authorize action by itself.In a word, whether the inward-looking international security regimes can perform its function of safeguarding peace is not only depend on the principles of the design of the regimes but also depend on the design of the decision-making procedures. Design principles should be adapted to the changes in the international system’s environment, the decision-making procedures should be improved insistently, the regulations need to be revised periodically to keep pace with the times.
