Study On The Civic Moral Construction In China In The New Era

Civic moral construction is the crucial task for socialist spiritual civilization construction, and an important issue in improving the nation’s comprehensive power and soft power. The level of civic moral development not only stands for the degree of a nation’s civilization but also indicates the level of its social management.Entering the new century, China has made remarkable achievements in various undertakings including economy, civic living standards and international influence and so forth. However, along with the changes of the interest patterns and the deepening of various social reforms, the social structure and relations of interest have also undergone new changes. The imbalance between civic rights and obligations, the absence of social responsibilities and moral base line, corruption, the power-take-all reality, polarization between the rich and the poor, ignorance of the dignity of vulnerable groups and many other moral issues have appeared in the public view. Such things are totally incompatible with the overall development of the society and plunge all the people into the "cruel period". How to avoid the collapse of humanity and moral degeneration therefore becomes an urgent issue that the nation is confronted with while implementing other important development strategies.In September2001,"The Program for Improving Civic Morality"(hereinafter referred to as the" Program ") was issued. It explicitly raises the issue of civic morality and points out the direction for civic moral construction. This thesis take the time of the promulgation of the "Program" as the beginning of the new era’s civic moral construction, and the contents of the "Program" as the theoretical basis to explore new ways of civic moral construction in China.The first part is a general overview of the recent history of civic morality. Through interpreting the connotations of related concepts of civic morality and sorting60years of experience in civic morality construction, this part prepares detailed theoretical materials and evidences for further discussion.The second part focuses on the current civic moral construction. Combining the hot issues in civic moral construction with the discussion, this part brings forth the gains and losses of our nation’s civic moral construction, analyzes the crux of the problems, and provides a guideline, a realistic basis and theoretical basis for the next part to solve the problem.The third part looks forward to the "future" of civic moral construction and puts forward some new ideas for civic moral construction. On the foundation of the first two parts, the third part makes useful references to previous achievements and deals with the topic more comprehensively from the concepts of civic moral construction, subject, content, and promotion approaches and environmental aspects.Civic moral construction is a long-term project. It should begin with the construction of citizens’basic moralities, emphasize the subjectivity of citizens, clear define the rights and obligations of citizens, respect individual values, focus on the guidance of core values, innovate and take into consideration the characteristics of the times and social realities. While providing institutional support for civic moral construction, it should also integrate the rich traditional moral education resources to seek a way of civic moral construction with Chinese characteristics so as to provide powerful spiritual motivation and intellectual support for the socialist modernization and harmonious development.
