E-government Performance Evaluation Index System Research

Since2000, our country put forward clearly to develop e-government, governmentagencies at all levels have invested heavily in project construction. However, for severalyears, input and output, how to effectively evaluate the performance of electronicgovernment has become the electronic government affairs construction and practice ofthe urgent need to address the real issues. Performance evaluation of E-government inimproving government performance, and provide a scientific basis and intellectivesupport, strengthen government public service ability, improving government credibilityand image, and protect national information security plays an important role. At present,China’s e-government performance evaluation has achieved outstanding theoreticalachievements and practical results. But it also has some shortcomings.Theestablishment of the index system is one of the most critical step in performanceevaluation of e-government. It helps to improve the governmental organization internalmanagement, strengthen the government’s responsibility and government behavior tothe organization the right direction. Its design should follow the principle of sweepdown irresistibly from a commanding height, top design, scientific, objective andtransparent consistent, comprehensive, easy to operate. Based on in-depth analysis ofthe western countries advanced e-government performance evaluation system and thecharacteristics of the construction of our country on the basis of the enlightenment, I tryto put forward and established a complete set of e-government performance evaluationindex system. I hope it can come to China the construction of E-government inscientific, comprehensive, objective assessment, and can correctly guide the futuree-government construction of the development direction of China’s e-government construction, ensure the sustainable, healthy, stable, rapid development.
