Building Performance Evaluation Index System Of Government Decision-making Consultation In China

Government decision-making consultation performance evaluation in China is the key to need to establish a scientific evaluation index system.In view of the current our country government decision consulting agency performance evaluation system of the pertinence is not strong,lack of theoretical guidance is not high,empirical and systemic problems,this article in accordance with the guiding ideology of "balanced scorecard"framework and basic model,the primary index design "financial dimension,the customer dimension,internal process dimension and learning and growth dimension" four parts,based on the influence of paradigm "think tank",on the basis of literature analysis and empirical research,build our government decision-making consultation agencies of secondary and tertiary indicators,mainly uses the qualitative and quantitative method to our country government decision consulting agency performance evaluation system for the study of the system.(1)Studying the influence of paradigm "think tank",design our government decision-making consultation agencies,the index system of performance evaluation system of the basic indicators:"financial dimension,the customer dimension,internal process dimension and learning and growth dimension" four dimensions:"financial dimension" includes capital investment and use it 2 secondary indexes,five tertiary indicators;"Customer dimension" customers include the government and mass media/clients two secondary indexes,6 tertiary indicators;"Internal process dimension consists of talent selection,information cooperation,social communication,agency officials four secondary indexes such as scale and 12 indexes of level 3;"Learning and growth dimension including academic research" a secondary index and four level indicators.(2)Establish the index system of evaluation principles,evaluation object,evaluation subject and evaluation model based on the theory of knowledge,proofread by expert Delphi method and 27indexes,four dimensions,and finally established nine secondary indicators and 27 tertiary indicators of performance evaluation index system of decision-making consultation institution of China.(3)Using the analytic hierarchy process(ahp)to determine the index weight and objective weight method is adopted to improve the method to determine the weighing values of experts.The final determination of the our country government decision-making more scientific advisory body weights of performance evaluating system.
