The electricity has become essential energy for economic development in today’s society, and people’s daily lives have become more and more dependent on the supply of electricity. Conventional thermal power not only need to consume a lot of coal and other non-renewable resources, but also produce sulfur dioxide, nitrogen oxides and other harmful gases, causing environmental pollution. The electricity generated by wind, solar and other new types of energy will not cause any environmental pollution, but they are not large-scale developed and continuously supply electricity. Compared with them hydroelectric power is different. It is not only renewable and clean energy, but also can be large-scale developed. It has been paid more and more close attention. Varying degrees of hydropower development are executing around the world. For resources, energy and environmental considerations, China is also conducting a large number of hydropower development. Foreign hydropower development is much earlier than China. Both in the aspect of technology and legislation are more mature than China. Reform of the electricity industry in the international context also affects China. We began to several progressively reform in the electricity industry from1985. As China’s reform of the electricity industry, it should also break the monopoly and introduce competition in the field of hydropower investment. But there are still some problems in the actual running, such as the hydroelectric investment has not completely eliminated monopoly in parts of some areas, some regions’hydroelectric investment exists disorderly development and unhealthy competition and so on. In addition, the development of hydropower can drive the regional economy progress. At the same time, we are also aware of environmental problems caused by hydropower development. Some investors resort to the expense of the environment in order to get more economic benefits. This article discusses the legal regulation of the hydropower investment market, the status quo of the legal regulation of China’s hydropower investment market, as well as the specific impact on the environment. Identify its problems and analyze the causes of the problem. Then contrast the legal regulation of the foreign hydropower investment market in the process of hydropower development. Through analysis and examination, learning some of the more mature and effective approaches from foreign, put forward a complete set of the recommendations of the legal regulation of China’s hydropower investment market. It will be important referentially value to make and improve the_legal regulation of China’s hydropower investment market. And then it will promote China’s hydropower investment market healthy and rapid development.
