Research Of The Derived Network Model About The Public Emergency Of Typhoon

In the long term process of understanding nature and changing nature for human, kinds of conflicts which are becoming more and more complicated appeared. Because of this, the frequency of the occurrence of the public emergency keeps growing, and so as the scale and the influence of the public emergency. In order to reduce the social harm, researching about the derivative feature of the public emergency has an Important significance.In this paper, the research about the derived network of public emergency takes the typhoon event for an example, which can be divided into two parts. First, after the reading and collecting of net news, assessment report, disaster documentary books, and so on, these materials are arranged into cases of typhoon events, from which typhoon-related public emergencies, the associations between these public emergencies, and the relevant strength of these associations are extracted, and then the derived network model of typhoon events is constructed. Second, the static topological properties of the derived network model of typhoon events is analyzed, and further more, the concept of emergency attribute for the derived network is improved. The concept of emergency attribute is based on the mechanism of the occurrence about the public emergency and the derived network of public emergency, which is made up of three elements. The three elements are accessible degree, harmful degree, and level for prevention and control, and each of them has a theoretical system in the paper. What’s important, the method established in this paper is proper to any kind of public emergency.The method of constructing the derivative network of public emergency takes use of the knowledge about deriving buried in the historical event’s textual materials, and the method of analyzing the derivative network can be used to solve the level in emergency management, which can help the executors of emergency management make well preparations.
