| Urban lifeline system is a system that are composed of various links and small systems,whose destruction will not only cause straight pecuniary loss,but also affect the normal life of urban residents and the sustainable development.With the development of industrialization and urbanization of coastal cities,the coastal cities are increasingly dependent on the lifeline system,so that let the lifeline system become one of the key factors for the development of coastal cities.But the intersystem exists a relationship of cascade connection.Once a part of the system is damaged,the whole system will be in a state of paralysis,making the coastal city working disorder.Emergency have sudden,destructive,public characteristics.To typhoon,the technology only can predict the typhoon path and can not control the damage situation.Under these circumstance,once subjected to strong typhoons,coastal city lifeline system will emerge a variety of disasters chain and affect the normal life of the residents of the coastal city,influencing the government image of coastal city and putting the government into crisis.Guangdong coastal cities rely on Hong Kong and Macao regions and the Pearl River Delta economic,it’s economic has developed rapidly,like large-scale industrial garrison and Expanding population size,but on the other hand,the potential risks are also increasing too.In recent years,the impact of the city’s public safety incidents to urban lifeline system are mainly dominated by strong typhoons.Although local authorities and the main system has been taking various measures to improve the security of the urban lifeline system,in the face of strong typhoon that can not be accurately predicted and controlled,the traditional plan which are based on network structure and space structures,are difficult to adapt to the rapid development of coastal cities and to ensure the safe operation of the cityUrban safety planning is a reasonable layout of the source,protection,target and emergency rescue force.As a part of urban safety planning,,the scientific planning of urban lifeline system can reduce the occurrence of urban function failure and the loss caused by emergencies.The safety of urban lifeline system is related to the development of the city and the life of the public,so it has to become an important duty of the government and the safety planning of urban lifeline system has become an important public policy for the government to ensure the safe operation of the city and the interests of the public.Disaster problem identification is the first step of safety planning.Only on this basis can we develop a scientific and reasonable safety planning for urban coastal lifeline system.This paper is based on the background of strong typhoon in coastal cities,and reflect the safety problems of the lifeline system planning of coastal cities through the risk of disaster environment and the mechanism of risk.First of all,analyzes the natural environment,social environment and lifeline system environment of lifeline system and disaster causing factors of the lifeline system in the coastal cities of Guangdong Province,to explore the characteristics of the complexity and diversity of the risk environment.Then,the "event chain" of "triangle" model is used to analyze the risk mechanism of lifeline system,to explore the security risk of the system.Then,based on the characteristics of risk environment and the mechanism of risk occurrence,this paper reviews the current situation and existing problems of safety planning of lifeline system in coastal cities of Guangdong province.Finally,from the perspective of the government and integrated lifeline system,this paper tries to put forward some countermeasures to improve the safety planning of lifeline system in coastal cities of Guangdong province. |
