Research On The Typhoon Disaster Emergency Management Problem In Daojiao Town,Dongguan City

In disasters of human society,typhoon in the coastal areas has the biggest destructiveness.The typhoon disaster that happens every year not only causes the severe property losses in coastal areas of China,but also seriously threatens normal production and life of the public.As a result,it has the fundamental practical guiding significance on studying the typhoon disaster emergency management.It can construct and perfect the emergency management system for governments and relevant functional units,issue relevant policies,and provide help for improving scientificity and foreseeability of disaster management.In this thesis,the super-strong No.22 typhoon "mangosteen" emergency management in 2018 is used as the research object.On the basis of seriously sorting out typhoon disaster emergency management status in Daojiao Town,the author recognizes the dilemma faced by typhoon disaster emergency management from the theoretical perspective of 4R crisis management,so as to find out shortcomings,including poor operability of the contingency plan,insufficient risk evaluation,insufficient crisis consciousness,insufficiently smooth warning information,insufficient maneuver preparation,insufficient guarantee capability,imperfect coping mechanism and slow recovery of rectification after disaster.The main reasons for these problems are stated as follows:firstly,emergency disposal system construction is improper.Secondly,there is lack of the effective monitoring and early warning,as well as coordinative linkage system.Thirdly,emergency guarantee capability mechanism is imperfect.Fourthly,social mobilization and after-calamity summary should be reinforced.Based on these problems,the author puts forward the feasible measures to perfect the typhoon disaster emergency management in Daojiao Town by standing on the practice in Daojiao Town and combining the practical working experience,shown as follows:perfect the emergency plan system,reinforce the typhoon disaster risk evaluation study and potential risk identification,reinforce safety consciousness education,construct warning information release system,construct the disaster prevention maneuver and training mechanism,perfect the coordinative linkage system of emergency department,reinforce disaster prevention material reserves and emergency equipment preparations,intensify safeguard of the rescue team,improve personnel allocation and training of Sanfangban,mobilize power of all parties to participate in disaster prevention and disaster relief,and value summary of experience lessons.
