Mechanisms For Small And Medium-Sized Private Entrepreneurs To Participate In Public Power Operation

The private entrepreneur, as a new emerging social stratum after reform and opening up, is one of laborers having economic capital. After thirty years of China’s reform and opening up, the private entrepreneur grows stronger day by day. With the promotion of economic status, a growing number of private entrepreneurs are involved in or desiring to participate in the operation of public power. Meanwhile, there is an obvious differentiation in the inner of private entrepreneur stratum:private entrepreneurs of large enterprises with more resources and status, while the small and medium-sized private entrepreneur in a weak position due to lack of resources.In the paper, we analyze the current situation of public power operation of small and medium-sized private entrepreneur from the theoretical perspective of policy networks, find out the impact factors of the public power operation of small medium-sized private entrepreneur, and propose a complete set of mechanisms and countermeasures for small and medium-sized private entrepreneurs to participate in public power operation through building a policy network model,A reasonable and effective policy network model is based on balance of structure, resources, relationships, due to scattered small and medium private enterprises can not obtain equality in policy networks, therefore, they need to be aggregated by industry organizations to equal game in the policy network. In this regard, the government should regulate the development of rational decentralization of industry organizations, industry organizations should acquire power actively to enhance their position in policy network.
