Research On The Evaluation Model Of Government Emergency Plans

Under the background of global frequent crisis, China has entered into a high-risk emergency period, all kinds of crisis has become the common state of the modern social environment, whose growing scale and destructive power has not only threaten the social public’s life and health, but also constantly testing governance capability. The reasonable emergency plans can effectively curb the spread of the incident and reduce the harm caused by emergencies. In order to improve the contingency ability of local government and the whole society, it’s an important content of contemporary government about how to use the scientific evaluation method to manage emergency plans.The research is based on the construction of evaluation model of local government public emergency response plans as the target. The thesis begins to the background and significance of the present situation research about the emergency response plans and its evaluation which at home and abroad were summarized, at the same time, the thesis overviews the relevant contents of the emergency response plans and the present situation research about the evaluation method of emergency response plans at home and abroad, then uses the emergency planning guide and emergency preparedness ability evaluation method of United States, conducts innovation and designs the emergency response plans’ evaluation model on the basis of the introduction of theoretical tools. Next, the thesis takes49government emergency special plans of Zhuji city; Zhejiang province as the samples, whose assessment validation separately from an emergency response plan’s completeness, feasibility and effectiveness, then analyzes and summarizes the existing problems, and put forward further perfecting government’s emergency response planning. Finally, the thesis sums up the advantages and disadvantages of the evaluation model through the practical application, then put forward improving and perfecting the opinion.The evaluation model of local government public emergency response plans reflects its superiority in the evaluation elements, assessment and evaluation methods by practical application. At the same time, this evaluation model still have perfect space in the rationality of completeness index system, the objectivity of the index score and weight definition, and assessment of the elements. Therfore, the thesis advances some improving measures about these problems. It will be the good strategies to perfect the evaluation model of local government public emergency response plans in three aspects as follows, designing completeness index system respectively according to the content of the emergency response plans, using several people scores to enhance the objectivity of index scoring, continue to explore another evaluation elements of the emergency response plans.
