Problems And Countermeasures Of Government Public Crisis Management

Frequent crises will bring to our people huge losses of property, what’s more, they will lead to social unrest and bring instability to the country because of people’s fear. But when people in the face of crisis, they often have poor abilities to cope with the crisis, could not achieve the aim of protecting themselves. The Government usually finds ways to deal with it after the crisis has occurred, it’s so passive. But crisis holds opportunities, if we can handle it properly and freely while the incident occurs, maybe it will spark an evolutive social reform. In recent years China has a rapid development in all aspects, meanwhile, crisis events frequently, intricately and variously. Thus it can be seen, the government must increase the management ability of public crisis, and the government policy-maker’s ability should get a promotion. In this paper, the investigation is based upon the problems produced of crisis and how to solve the problems, it’s divided into five parts to elaborate.The first part is introduction, it firstly elaborates the selected topic aims, significance and the domestic and foreign present situation of research, aims to illustrate the cause and background. In the end, there is a simple explanation about research ideas, research methods and research tasks.The second part of this article firstly defines the concept of public crisis, and introduces its characteristics and classifications. After that it defines the definition of government crisis management and its content. Then it elaborates the background of government crisis management, history of development and the necessity of management in detail. In order to provide a theoretical basis for the following analysis of problems happened from Chinese crisis management.The third part mainly includes four aspects, they are undound government mechanism, incomplete law system, low-level information transparency and weak public crisis awareness. Through the above four points, discusses and dissects the problems of Chinese government crisis management and its causes detailedly. The fourth part introduces the policy and characteristic of Japan, the United States and the European Union when facing the crisis. What’ more, summarizes their impact on China’s public crisis management, trying to find some valuable experience can be used in public crisis management in our country.According to the above four parts the fifth part analyzes the problems of our government crisis management and its causes, and gives some suggestions to improve our crisis management ability by drawing lessons from other countries. The sixth part mainly combs the research conclusion of the article, it’s the summary.
