After30years of reforming and opening up, China has entered a period of gaming between interest groups, with the division and restructuring of society. It is a reasonable phenomenon of gaming between interest groups under the conditions of market economy, except the different levels of development between various interest groups and the lack of institutional arrangements regulating interest group. Special interest groups are products of interest differentiation under conditions of the market economy and come forward when reform and opening-up is penetrating deeply, bringing about the Winner-take-all impacts. The manifestations of special interest groups include some state-owned monopoly enterprise, bureaucratic special interest groups and industrial special interest groups. Special interest groups’political participation refers to their participating the political process. As a result, it would undermine fairness and justice, influence government policy and restrict the deepening of reform and exacerbate the disparity between the rich and the poor. Therefore, the main research content is how governments regulate the negative impacts of special interest groups.Special interest groups are increasingly permeating all aspects of social life.The first theory of this paper is to distinguish related concepts, including the benefit group, administrative monopolies and vested interests, in order to more clearly explain the connotation of special interests; From the phenomenon of rent-seeking special interest groups, analysis of the motives of rent-seeking behavior of special interest groups;take Empirical research as method, a typical case as an opportunity to summarize the behavior of special interest groups harm to society; at the end of this paper, basing on the experience of foreign countries’interest group and gradually realize the legalization and orderly of special interest groups.Including one principle:contain and balance, six specific measures:improve the market and economic systems, improve government decision-making autonomy,develop a comprehensive legal system, support the weakest interest groups, establish the Sunshine supervision system and improve the civil service.
