Rent-seeking is the activity of seeking rent, the basic implication of which is, in the market-oriented economic system, intervention by government on economy may make people or interest group get benefit from seeking government's privileges. Presently, China is at the critical stage of economic reform, and rent-seeking activities exist widely owing to the widespread government's intervention in economy.Rent-seeking is harmful to the society, which may result in abuse of power and bankruptcy, waste of social resources, loss of intangible efficiency, poisoning social orders, losing of legal foundation of government. Root of rent-seeking includes: inappropriate government intervention to market, immature market economic system, double-track system of price, absence of supervision system, psychological regulation of bankrupted. Legal regulation is necessary for the rent-seeking. The idea of legal regulation includes building of law-ruled government, transparent government, power limited government, uncorrupted government, and government with efficiency. Law regulation of rent-seeking includes: perfection of relevant laws, government system building and reform(including perfection of administration publicity system, reform of administration inspection system, change of government management mode, restriction and supervision of administrative power, declaration system of government employee), enterprise system building, and other relevant law making (including anti-trust law and agent law).
