Study On The Uncertainty Of Emergency Management

Modern society is full of uncertainties, especially in the field of emergency management. Based on the research on summarize the uncertainties in the complexity of science and risk management, this paper analyzed the uncertainty of emergency management by the method of documentary research, and pointed out grasping the emergency uncertainty was the key of emergency management. In chapter one, the background, reasons and purpose of the research were described, as well as related research summarizing, paper ideas, research method and innovation. In chapter two, the meaning and characteristics of three basic concepts were defined which were emergency, emergency management and uncertainty. Besides, the theoretical basis of this article was also discussed. In chapter three, by analysing the performance of emergency, the fact that uncertainty was the essential characteristics of the emergency was given. The relationship between emergency uncertainty and emergency management uncertainty was investigated which pointed out the key of emergency management was to grasp the uncertainty elements. In chapter four, the levels and typles of emergency management uncertainty were analysed. In order to clarity the key point of emergency management, the emergency management was reclassified from the angle of awareness and complexity. In chapter five, correspongding recommendations on how to respond to emergency management uncertainty effectively were advanced from the follow three aspects, which were consummating the emergency management of knowledge, building the comprehenxive emergency management system and emergency management performance system. In the end, the main conclutions and the research insufficient were summarized. By analysing the uncertainty in the emergency event management from the variety of visual angle was the innovation of this paper. Those studies have a certain significance on enrich the emergency management theories and practices.
