Deepen The Direct Control Of The County Reform

"County governance, the world security." County governments, as a relatively stable grassroots political power in the history of our country, bears the dual tasks of implementation of the central principles and policies and the leadership of local socio-economic development. The reform process of the county government not only has direct bearing on the entire development of the national administrative reform, but also affects the smooth implementation of major national development strategy, such as building the moderately prosperous society, achieving the integration of urban and rural areas, and promoting the harmonious development of society.The central government attaches great importance to the reform of county governments. The central government has proposed in the "Eleventh Five-Year Plan""perfecting the central and provincial government’s fiscal transfer payment system, rationalizing below the provincial level financial management system, putting provincial direct management of the county system into practice where conditions permit, and gradually promoting the equalization of basic public services ". The central "Document" in2009, formally proposed to steadily push forward the pilot reform of the Municipal County, to encourage qualified provinces to take the lead in reducing administrative level, to explore the system of direct management of the County in accordance with the law. These are the experience summaries of the "Urban County" system, indicating the development direction of system reform from "Urban Country" to "Provincial Country", which is an important reform measure based on the superstructure adapting the current socio-economic development, and has important practical significance for expanding county economies, improving government efficiency, reducing administrative level to promote the integrated development of urban and rural economy.With the appliance of the theory of fiscal decentralization and the organization and management theory, closely integrating specific situation of the straight county pilot, Ruzhou city, Henan Province, this paper describes the reform process of direct control over county of RuZhou, analyzes the achievements and problems after reform, and then proposes countermeasures to deepen the reform of the direct control of the county.The full text is organized as follows:The first part is the introduction, this section explains the background and significance of this study, relevant literature reviews of theoretical tools and methods, etc. The second section describes history of the direct control of the County. The third part describes the current situation of the Ruzhou direct control county reform, some success due to decentralization and preferential policies and inevitable problems namely. The fourth part is to draw lesson from the successful experience of direct control over the County of other provinces. The fifth part proposes some countermeasures to deepen the reform of the direct control over the county, such as the repositioning of the financial functions of the provincial, city and county governments, strengthening the financial supervision of the pilot counties, the reform of supporting administrative system, accelerating the construction of government information work.
