Economic and social development is not balanced is the key to the problem, that imbalance and the specific performance between groups in society welfare level gap, social equality serious, residents income gap, social contradictions aggravate, etc.To the extent that the serious influence for our country to realize the harmonious society of socialism process, therefore, it is imperative to realize the equal access to basic public service.
