A Study On The Realization Path Of Equalization Of Basic Public Cultural Services In Kunming

Since the seventh session of the Sixth Plenary Session of the meeting, China’s construction of the system of public cultural services has achieved historical turn. At present, governments of all levels and academia have worked out a lot of findings after strengthening the research and practice on the field of public cultural service and based on the experiences from foreign countries. Public cultural service is the responsibility of government, which includes providing products and services on public culture and ensures the basic cultural rights of its people. It is required by people’s cultural rights that everyone in the society should enjoy the public cultural services equally which means the services should be equalized for every citizen.At present, there has been large number of research on the equalization of public service, most of which is focused on national level, but not so much in the specific field of cultural services and under the city level. However, it is the governments in the city and county levels that are the major promoters to realize the basic equalization of public cultural services. This article takes the counties of Kunming city as targets, and analyses the current situation and problems of Kunming on the public cultural services and its main reasons on unequalization. The article is realistic and practical with its solutions on optimizing the equalization of basic public cultural services in Kunming from two ways which are establishing basic system on the equalization of basic public cultural services and searching for the ways of realizing the equalization.
