| In "The People's Republic of China National Economic and Social Development the outline of the eleventh Five-Year Plan", the main functional area of strategic planning was first put forward. Development fitness, resources and environment carrying capacity and development potential capacity are used as a measurement for the Main Function Zoning District which made most of China's minority areas are in the restricted zone and the prohibition zone, so China's main ethnic regions become very important and sensitive in Main Function District. Therefore how to realize the National Equalization of Basic Public Services in China's main ethnic regions under the Main Function District is a great problem. Basic public services in ethnic regions mainly defined as basic education, public health, social security, infrastructure, public safety, environmental protection, basic technology and entertainment culture etc, even made a specific comparison and analysis, summarized three major problems such as low supply capacity, supply disequilibrium and inefficiency about equalization of basic public services at last. In drawing on the relevant ecological zones abroad, the development of underdeveloped areas and the protection of the policy, papers propose the equalization of basic public services choice in ethnic areas in Main Functions Division in China, which includes reasonably defining the scope of public services, promoting periodic equalization; Scientific standards of local public services about minority regions, strengthening standardized management of public services; clearing the general principles supply way, paying attention to the way the government and the market supply coordination; promoting government organizations to do public service-oriented restructuring and innovation; improving the financial system, promoting the equalization of fiscal capacity; establishing a ecological compensation mechanism of "fair starting point"; establishing and perfecting the "results-oriented" performance evaluation and incentive mechanism. |
