The Reform Of Federal System Of Russia And Its Inspiration To China’s Political Reform

Since the collapse of the Soviet union, the Political transformation of Russia did not goes smoothly, and the following federal system is unstable, which directly influence the politics, economy and social stability and development. Therefore, the research of the development and reform of Russia’s federal system plays a fundamental role of in the research in the field.Russia after the collapse of the Soviet Union, construct the federal state combining the principles of the mixed ethnic areas and administrative regions. After its independence, along with the struggle of local autonomy movements, the leader of the Russian Federation Boris Yeltsin did a certain degree of improvement and change on the federal system; after Putin came to power, he took a series of measures on the consolidation of federalism and national unity, so national institutions have made considerable progress; today Medvedev’s reform measures is consistent Putin’s reform. However, the Russian Federation State constitute the complexity and imbalance, and the Constitution-treaty federalism "federalism mode showing the instability and the immaturity of the federal system, these contradictions become the root causes of Russia’s national turmoil and leading to the effective functioning of the Russian federal system can not be on good operation.Russia is China’s largest neighbors. The changes and developments of Russia have a great impact on our security and stability, and we had a similar political structure once, at the same time,we are facing similar historical mission now-to safeguard national sovereignty and territorial integrity, maintain the national economic, political and social stability, and to explore the path of development suited to their national conditions. Therefore, we study the lessons of institutional development and reform of the Russian Federation, can be a great inspiration and reference for China’s Development and Reform.This article can be divided into five parts. Chapter I describe the history of Russian federalism:the government of Soviet Union is a form of federalism but essentially unitary; Boris Yeltsin, transform it to the Consultative federalism; federal reform since Putin took office-a constitutional federal model as the goal to strengthen the federal power and the importance of national unity, Mapplethrpe combination continue to pursue the policies of the Putin era. Chapter II discusses the successive leaders of the reform process since the independence of Russia, Yeltsin and Putin took16years, that is an important period in the process of historical development of Russia’s social transformation period, the Russian federal system in this period occurred in major changed. Chapter III deep analysis the inherent contradictions and specific issues of Russian federalism, namely the Russian Federal State composed of complex and non-equilibrium, and the Constitution-treaty federalism "federalism model, and pointed out that this is the root cause of Russian turmoil; Chapter IV combine the above analysis of the reasons, as well as Russia’s national politicians’ ideas, proposals, judgments and prediction of the federalism future direction.
