After the disintegration of the Soviet Union, Russia’s comprehensive national strength in a crisis, the relationship between central and locality governments face many crises. In the transformation of20years, the relationship between central and local governments of Russia has experienced four generations leaders reform process, the Russian federal system appeared changes in turn the world upside down. From the promotion of domestic political stability and economic development, the development pattern of Russia are forming their own relationship between central and local government, how to deal with the relationship between the central and locality, to safeguard national stability, restore economic development, improving people’s living standards, is an important problem in the development of Russia.In this paper, through the study of the relationship between central and local governments of Russia found that change of the state system is the key factor to influence the relationship between central and local governments. Handle the decentralization and centralization of relationship is the key to the relationship between the central and locality adjustment of Russia, after the reform and adjustment of the relationship between the central and locality have made achievement in reform the relationship between central and local governments and it tend to be stable. Based on the new PUTIN era, continue to deepen the reform strategy, to consolidate the relationship between central and local governments, with domestic and regional political and economic integration promote the federal subjects, to explore the central and local government decentralization mode, maintaining national stability.
