At present, China’s oil security is facing increasingly serious challenges, the outstandingissues are exhibited in the following aspects: the fluctuations of oil supply and price in worldmarket exert significant impact on China’s domestic oil market; the oil transportation is alwaysinfluenced by some non-traditional security factors; at the same time,China’s efforts of promotinginternational multilateral cooperation in oil security is affected by many political factors.Facing such a grave situation, the problem of China’s oil security can not be wholly solvedmerely by exploring our own new oil fields, increasing import volume or promoting efficiencyand etc. Therefore, expanding the breadth and depth of the international multilateral cooperationin oil security and improving the actual effect of cooperation is the key to ensure China’s oilsecurity.Currently, the main problems of China’s promotion in conducting international cooperationinclude: in aspect of stabilizing oil supply, the substantive cooperation is not enough; in aspect ofresisting the risks of price fluctuations and solving the problem of “Asian Premium”, the level ofthe cooperation between China and related countries is still low, China have not yet reached anypolitical framework with other countries; in aspect of enhancing the oil transportation safety andoil clean utilization, China’s participation in related international cooperation is limited both inbreadth and depth. Aim at the problems mentioned above, this thesis has analyzed the underlyingreasons and then put forward feasible proposals.To be specific, to stabilize the oil supply, China could take following measures: China shoulddiversify sources of oil imports, especially by increasing the proportion of oil imports from Russiaand Latin America in our country’s total oil imports;we should expand the equity investment inforeign oil fields;We should make efforts to establish the united system of oil reserves with related Asian countries. In the aspect of resisting the risks of price fluctuations, on one hand, Chinashould combine with related countries to push forward the reform of crude oil pricing mechanism;on the other hand, China should carry out in-depth cooperation with Asian countries to solve the"Asian Premium "problem. In aspect of the safety of transportation, we should step up our effortsto establish a joint cooperation mechanism with other countries in order to fight against piraticalbehaviors and prevent against negative impacts exerted by other non-traditional security factors.In aspect of oil clean utilization, China should not only strive to expand the communication andcooperation in science and technology, but also speed up its efforts to establish the emergencyresponse mechanism with related countries.
