After the Cold War ended up, the international situation tends to detente. The great powers begin to communicate and contact more with each other. What's more, they set up bilateral or multilateral strategic companionships and create all kinds of systems to keep regional security and stability. But the collapse of the former Soviet Union and the great change of the east Europe didn't completely alternate the world economical and political pattern. But, during the Bush administration, the United States carried out the unilateral policy and launched the Afghanistan War and Iraq War for sake of antiterrorism, which seriously challenged and broke the regional security and stability. When we look back the developing process of the regional multilateral security cooperation after the Cold War, we can clearly see that only by advocating setting up the new order of international economics and politics and carrying out the regional multilateral security cooperation can we assert our country's security and stability. Thus, based on the theory of regional multilateral security cooperation, this thesis displays further evidence for the cooperation pattern and influencing factors of the regional multilateral security cooperation.This thesis is divided into three parts.The first part overviews and summarizes the theory of regional multilateral security cooperation. It mainly explains the key concepts such as the regionism, bilateral and multilateral security cooperation, etc. It gives out the different guidelines such as regionism, new regionism, bilateralism and multilateralism, as well as the present patterns such as the single-pole under the leadership of U.S, the regional bilateral and multilateral pattern.The second part mainly focuses on the developing process of the regional multilateral security cooperation after the Cold War. It analyses the antagonism between the NATO and WT as well as the security cooperation situation of the Asia and Pacific area and that of America. It shows the current situations of the NATO, the Asia and Pacific area, the Europe Union as well as the east and middle Europe. The author points out the influencing factors: the unilateral policy of U.S.A., the present situation of the regional multilateral security cooperation, the nature of the NATO armed forces, the new order of international economics and politics, and untraditional secure factors.In the last part, the author proposes his own thoughts on how to reply and participate in the regional multilateral security cooperation on the basis of the former analyses. The main viewpoints are as follows: Firstly, China shall play the proper role as the permanent member of the Security Council. The first aspect is to set up the new order of international economics and politics. The second one is to strengthen the functions of the Shang Hai cooperation organization. The third one is to strengthen the relationship with the South-east Asia Union. Secondly, China shall enhance its overall national strength to deal with the surrounding threats. The first aspect is to elevate the military deterrence power to prevent U.S.A. and Japan from intervening into the Taiwan issue. The second aspect is to broaden the military duties to deal with the crisis. The third aspect is to take flexible strategies to deal with the South Sea issues. Although it is not so easy to say that the cooperation security system is the best solution of the world security issue, the cooperation security system can be surely one of the ideal method to solve the world security problems and keep the peace of the world from the perspective of the foreseeable future. It can be firmly concluded that the security cooperation can accept the new round development in the world wide area.
