After the Cold War,America proactively created and participated in track ?multilateral security regimes in Asia Pacific,and effectively safeguarded its hegemonic position in that region.Through taking participation in the Council for Security Cooperation in the Asia-Pacific,Northeastern Asia Cooperation Dialogue,Asia-Pacific Security Forum,and South China Sea Workshop,American think tanks play fundamental roles in American government's Asia-Pacific security policies.Additionally,they strongly impact other Asia-Pacific countries through normative socialization process and elite interaction.This paper aims to unravel American participation in track ? multilateral security regimes in Asia Pacific.It tries to analyze American positions towards Asia-Pacific security order,its regional role,and regional security issues.American participation in track ? multilateral security regimes largely affects security situations in China's Southeastern neighbors.Hence,this paper recommends that China should advance the construction of think tanks.And China needs to invest resources to participate and build track ? multilateral security regimes in Asia Pacific.In the first section,this research makes definitions of key concepts,such as "track? diplomacy" and "multilateral security regime".Through comprehensive analysis of extant academic literature,it is founded that those work has introduced the Asia-Pacific track ? multilateral security regimes from theoretical and practical aspects which were full of inspiration.Regrettably,some of the existing analyses separate America from Asia-Pacific track ? multilateral security regimes,some of them ignore the significant influence of American participation in Asia-Pacific track ? multilateral security regimes.This paper attempts to meticulously investigate the background,motivation,and position of American participation in Asia-Pacific track ? multilateral security regimes in order to make up the deficiency of extant researches.In the second part,this research introduces the background,position,development,and outcomes of American participation in Asia-Pacific track ? multilateral security regimes.Track ? diplomacy provides instruction for American government'sAsia-Pacific security policy making,and it profoundly affect and cultivate American Asia-Pacific security strategies in the era of the post-Cold War.America has made striking achievement in Asia-Pacific track ? multilateral security regimes through its competitive capabilities of agenda setting and discourse leading.This paper puts forward that participating in track ? diplomacy is beneficial to the making of American security policies in Asia Pacific,and it can impact and shape American Asia-Pacific security strategy after the Cold War.When the official channel is blocked,it can provide an alternative channel for American Asia-Pacific diplomacy.Besides,it has the function of socialization,which helps to transmit American security thinking to other countries.In the third section,this research analyzes the concrete situations of American participation in Asia-Pacific track ? multilateral security regimes.This section takes advantage of case study,and it explores American actions in the Council for Security Cooperation in the Asia-Pacific,Northeastern Asia Cooperation Dialogue,and Shangri-La Dialogue.Through the angle of combining American domestic policy making and international strategic influence,this paper deeply unravels the logic relations among American track ? diplomacy in Asia Pacific,American government's Asia-Pacific policy making,and Asia-Pacific security situation.In the fourth part,this paper analyzes the security influence of American participation in Asia-Pacific track ? multilateral security regimes upon China's southeastern neighbors.Specifically,American track ? diplomacy spreads its security values among China's neighboring countries through perceptional socialization,which fundamentally impacts security thinking of China's neighboring countries.America proactively participates in Asia-Pacific track ? multilateral security regimes,and effectively proliferates its security values,which should arouse China's attention.China needs to strengthen its think tank diplomacy in Asia Pacific,strive to gain security agenda-setting capacity,and advance its discourse power construction in this region.Network of East Asian Think-tanks,World Peace Forum,and Xiangshan Fourm are track ? diplomacy with Chinese characteristics in the new era.Through comparing the issue setting,and the relations with track I diplomacy among those track? diplomacy with Chinese characteristics,we can deeply comprehend the construction logics of track ? multilateral security regimes with Chinese characteristics.
