In the environments of rapid economic development and increasing economicbehavior, Civil servants grasp a lot of public information, exercise public powerson behalf of the State, so their behavior affects the interests of the people.Therefore, in recent years many States enlarge the anti-corruption efforts,implement a series of anti-corruption system, as a result some new and morehidden corruption methods appear: more and more civil servants use their onceowning public resources to get private interest after departure. To stop this kind ofcorruption behavior, we formulate many laws and regulations. For example, Lawon lawyer, Prosecutor law, Civil Service Act, Amendment to the Criminal Law(VII) and so on.But these regulations spread too loosely in many managementaspects, to constitute a complete system, and their ability to interact and cooperatewith each other did not appear.Based on the phenomenon of corruption after departure, this article, against thedeficit of existing restriction on employment after departure, analyze theforeign-related regulations, and hope to provide some advice to the establisnmentof China’s anti-corruption system.This article mainly consists of five parts:The first part is the introduction which mainly introduces the writingbackground, research purposes, the research conditions methods.The second part is the related conceptual and theoretical elaboration. Firstly,define the concepts of civil servants and restrictions on employment. Secondly,By the theory of administrative ethics and option corruption, clear the meaning and ways of power rent-seeking and options corruption, define the concept, kindand role of administrative ethics.The third part analyzes the main problems of existing regulations, whichcontains the substandard ethics, unperfected regulations and uncompleted securitysystem.The fourth part introduces the experience in foreign countries and analyzes itsenlightenment to our country.The fifth part emphasizes that only from the ethics and regulation, can wegovernance the corruption after departure.Through the writing, I have a more profound understanding to employment ofcivil servants after departure.To effectively stop corruption and refuse any conveying of illegitimate interest,so as to make the public power more fairer and transparent, it is particularlynecessary to restrict the civil servants’ employment after departure.At this point, I hope that this article can help people to understand theimportance of restriction on the civil servants’ employment after departure, andwill provide some advices to the constitution of our anti-corruption system.
