In recent years,the phenomenon of the departure of civil servants has gradually increased.The profession of civil servants has gradually become a career choice,and the aura of its "golden rice bowl" is fading.What followed was a growing number of resigned civil servants who either went to work in a company or went to the sea to do business.Behind this is hidden the risk of option corruption.Since the loss of power has a "lagging effect",the civil servants still hold "remaining power" in their hands after leaving office.This kind of power is also expansionary,self-interested,and corrosive.If the “residual power” left by the civil servants after leaving the service is separated from the supervision and the three elements of opportunity,pressure,and self-rationalization in the fraud triangle theory are available,it is very likely that the resigned civil servant will use the “residual power” option.Corruption ultimately leads to the damage to the public interest,the destruction of social justice,and the disruption of the market's competitive order.Although China has initially established a corresponding post-employment management system for civil servants,due to the imperfection of laws,lack of compensation mechanisms,and lack of supervision,the relevant regulations have not been well implemented.This paper takes the post-employment civil servants' behavior as the research object,uses text analysis and interviews to sort out the process of the evolution of the civil service employees after their separation from service and collect relevant cases,analyzes the current problems in the employment management of civil servants after their departure,and applies the rent-seeking theory.The Fraud Triangulation Theory analyzes why the practice of civil servants after leaving office causes corruption in options,deep-seated reasons for current management problems,and how to regulate civil servants after they leave their jobs.The study finds that due to the nature of power and the influence of pressure,opportunity and self-rationality on civil servants after leaving office,it will lead to the illegal employment of departing civil servants and it will easily lead to the emergence of corruption of options,and its own characteristics of option corruption make it The investigation is very difficult.It is easy to cause explicit corruption by hidden corruption,corrupt the civil service,and endanger the image of the government.Establishing a mechanism that can prevent and investigate civil servants' corruption after the departure of a job option is not only an important vehicle for punishing and preventing corruption of options,but also a core content of punishing and preventing corruption in options.
