The Problems Of Rural Migrant Workers' Social Security Within China

As the"11th Five-year"Plan has started, to construct the Harmonious Society thus to encourage the healthy development between human and natural environment has become the current goal of the social development in China. Therefore, to promote rural migrant workers'urban living standard and to solve the problems in the social security of their urban life have been important parts of constructing the Harmonious Society. Rural migrant labour is the transitional class between peasantry and factory labour, it is on the edge of urban life. Rural migrant workers normally take those jobs, which are the dirtiest, hardest and most dangerous, and are always ignored by urban people. They have contributed a lot in the construction of urbanisation, but they are still yet to be treated the same as real citizens in terms of social security because of the difference within their identity. Therefore, a major part of the rural migrant labour is currently outside the cover of social security and has become a large social vulnerable group. Such a situation will not only make rural migrant workers'legal rights hardly protected, but also obstruct the development of China's urbanisation and Three Rural Issues, thus finally cause damage on the construction of Harmonious Society. As a result, the protection of rural migrant workers'legal rights and the seek for suitable method of establishing social security are both important issues needed to be considered at present, and also have academic values for research.This paper is based on the basic theories of social security, and has stated the strategic purpose and practical meanings of establishing the social security system for rural migrant workers with references from western migrant labour theories. The research in this paper mainly analyses the current situation of rural migrant workers'social security and its problems and causes. From three angles, referring to rural migrant workers, employers and government, this research has analysed the causes of current problems within the social security system of rural migrant workers. Moreover, supported by the analysis of essentiality and feasibility of the establishment of social security system for rural migrant workers, this research also seeks for the relatively most acceptable method of constructing this system. Besides, detailed strategies on the development of social security system for rural migrant workers will be suggested in this research together with the discussion of the current social security system for rural migrant workers. This research will be meaningful for the development of China's civilisation.
