The development and governance of Inter-regional public resources mainlyrelies on reasonable system or institution, and the effective system deficiency isone of the most important reasons of the governance performance.Changbaishan, as the most famous natural reserve and tourism attraction in Jilinprovince, facing the problem of inter-regional public resources governance,because its location involves ‘2cities,3counties and5bureaus’. The ‘jointmanagement’ system restricts the development of Changbaishan,so Jilinprovince government find a new mode for the central management ofChangbaishan zone. The article makes an assay of the new mode and itsadvantages and disadvantages on the public resources management, trying toprovide some useful advices. Generally, it includes some parts as follows:The first part introduces the selected topic significance, the currentdomestic and foreign similar reserve management system reviews, as well as themajor problems of the paper, the logical structure, basic concepts and mainresearch methods.The second part, the background and history of the reform of ChangbaiMountain protection and development zone(CBMPDZ) management system.First introduced the CBMPDZ’s history and current situation, including theChangbai Mountain geographical and cultural environment, social economicenvironment and the development of administrative system. Secondly, onCBMPDZ ‘s system evolution, divided into two stages of e management andintegrated management. Introduced the existing problems under the separatemanagement system, as well as the changing process of the system. The third part, the new system mechanism and effect-analysis ofCBMPDZ. First analyzed the system innovation theory of CBMPDZ, dividedinto the cross-regional public resource governance failure and horizontalrelations among the local governments. Then the administrative system patternfeatures are analyzed, including the quasi local government administrative status,entrust management and unified management combined pattern, thecomprehensive management authority of economical, social, administrativeareas and the separate system of government, institution, enterprises. At the endof this part, the author analyzed the positive effects of the new system, includingthe promotion of the tourism industry development, promoting the ChangbaiMountain natural conservation and sustainable development, has enriched thesimilar protection development zone management experience as well asproviding references for the regional coordination of local intergovernmentalrelation.The fouth part, the problems and challenges of the current managementsystem of CBMPDZ. This part includes: the administrative status is not clear,interest dispute of different regions, lack of authority on regional coordination,the conflict of laws and legal system in institutional change as well as the lack ofsocial organizations of Protection Development Zone.The fifth part, the countermeasure proposal of CBMPDZ managementsystem. This paper puts forward some suggestions for existing problems of thesystem, including the establishment of Changbai Mountain leader organization,sign contract, establish the cooperative governance, establish and perfect thelegal system and social organizing function.The sixth part, at the conclusion, the thesis were summarized, and pointedout the shortcomings, such as lack of comparative case analysis,it’s notconducive to Changbai Mountain Management Committee system reform experience, also not conducive to detect deep problems of Changbai Mountainsystem itself. Therefore, this work can only be regarded as a beginning, remainsto be further expansion and deepening.
