In the middle of19th century, London had already been the largest city in the world and people of thiscity confronted with the tough problem of how to manage a modern metropolis for the first time. Throughthe management institution reform in London in1855, it can be found that the city management issue,which confused manage people, still exist today, including the organizational form of city managementinstitutions, services supposed to be provided by public management department, and means for localresource redistribution etc.. The reform in1855failed to eliminate the varied conflicts existing inside thecity, yet a two-tier city management system was established through Metropolis Local Management Act.This creative action led to a new way for the future management problems of metropolis. In this paper, thereform process of London management system in1855is neatened, and the problems occurring in theimplementation process of two-tier management system are analyzed.In addition to the introduction and conclusion parts, this paper also consists of the following threeparts.Part Ⅰ: London before reform. This part mainly introduces the public management situation in Londonbefore1855reform. It also involves the many features and reform background of London at that time.Part Ⅱ: Reform of the management system in1855. This part mainly introduces the content of Londonmanagement system reform in1855, and analyzes the reasons for establishment of two-tier managementsystem.Part Ⅲ: Implementation of management system in1855. This part mainly introduces the operation ofMetropolitan Board of Works and Vestry, while the problems of the City are also analyzed.
