A Study Of Metropolitan Government Structure Based On Flatted Framework

With the development of information technology and the change of administrative ecological environment, the traditional bureaucratic structure due to its too rational, opaque, rigid, increasingly shows a dull nature and can not adapt to the requirements of the information age. The flat structure due to fewer layers of information transmission, more environmental adaptability and flexibility for formulation and implementation of public policy, is the inevitable developing trend of the government structure rationalization. Flat governmental structure which both inherit the instrumental rationality of hierarchical structure, and integrate into the value rationality of democratic participation and cooperative communication oriented postmodern, is a practical and significance research topic.This paper as the basis of government flat research platform, from the perspective of city development, build a theoretical model of government flat structural reform, and with the case study of Shanghai, combing the trajectory of government structure of Shanghai since the opening up, the evolution trend and consistency of kinds of factors, summarizing the experience and the existing problems of the Shanghai based on the experience of the foreign metropolitan governmental structure change, explores the path choice and system innovation of governmental structure optimization. The purpose of this paper is to provide the reform thought for the metropolitan government in our country.This paper consists of introduction, text and epilogue.The first part expands on that main reason and meaning of this research topic selection, the definition of research related core concept, research status at home and abroad, research framework (including the basic train of thought, the key difficulty, innovations and thesis structure arrangement) and research methods.The second part of the paper consists of five chapters:The first chapter analyzes the background, connotation and characteristics of flattening theory combined with the concrete practice of foreign governments about the advantage and function of this theory, to establish the theoretic base for the metropolitan government flat structure change in our country. The main content of this chapter is theoretical tools which lay a foundation for further analysis.The second chapter discusses the reality conditions of structural change, as well as the influence and consistency between external environment and internal factors, to construct a model of consistency about the flat structural changes. The content of this chapter is to analyze the theoretical model combined with practical problems and the theory from the macro level.The third chapter considers the governmental structure such as New York, London and Tokyo from the background of city development, explores the structural reform of the city government, and then summarizes the general characteristics of overseas city governmental structure and developing trend, and puts forward the enlightenment of optimizing the governmental structure for metropolis in our country. The content of this chapter is to find experience from the evolution of foreign metropolitan governments.The fourth chapter is the empirical research with Shanghai as the typical representative of metropolis in China. It mainly studies the flattening oriented government structure optimization practice, from the history, present development situation, effect, problem and etc. This chapter attempts to propose the common problem of the metropolitan governments from Shanghai to any city in our country by the inductive method.The fifth chapter constructs the theory of flat governmental structure optimization based on the actual situation of our country, proposes the strategy for the flattening of the metropolitan governmental structure in view of the problems of governmental reform. This chapter puts forward the specific ideas and countermeasures on the basis of macroscopic theory model.The third part is the conclusion:it summarizes the study, and points out the deficiency and the future of research need to be further focus and derivative problems.
