Study On The Responsibility Of Government In The Cultivation Of The Urban Community Piblic Spirit

At the Sixth Plenary Session of the17th CPC Central Committee，The CPCimproves culture construction to a new level. As an important part of Communityculture, urban community public spirit is the reflection of public spirit on urbancommunity terms, including the residents’spirit of democratic and independent,idea of self law-abiding and self-disciplined, consciousness of social morals andthought of public service. This is of great importance both to the harmoniousdevelopment of the community and the improvement of the whole society, thuseffective cultivation is badly needed. Based on the public property, scope ofmanagement and methods of cultivation of community public spirit, governmentassumes most of the responsibility, which embodied as macro-control, supply ofpublic resources and the construction of the public opinion environment. Duringthe process of cultivation, the government has taken many actions and madecertain effect, such as the sprout of urban community public spirit. However, as awhole, there still exists insufficient in the cultivation and it has already got intotrouble. This is resulted from the unbalance of macro-control, the insufficiency ofpublic resources supplies and the lagging of public opinion environmentconstruction. The main reasons for these problems are caused by the governmentimpercipient of community public spirit, the lack of government functions, and theinadequacy of basic-level staff. Consequently, in order to better perform its dutyduring the process of urban community public spirit cultivation, the government has to strengthen its awareness, improve its functions and promote the ability ofthe basic-level staff members.
