Research On Urban Spirit Cultivation From The Perspective Of Public Management

The city is the container of culture,while the city culture is the blood of the city.The city spirit is the core of urban culture and the soul of a city.Since the rise of human civilization,every improvement of mankind has been accompanied by the continuous development of the city.The process of urbanization has continued to advance,and the competition between countries has become the competition between cities since the beginning of the 21 st century.Therefore,the urban governance is becoming more and more important.As China’s urbanization level continues to improve,urban infrastructure construction has greatly improved in quality and quantity,and the urban economy has grown significantly.However,the problems in the process of urbanization have become increasingly prominent,such as the population expansion,resource and environmental pressures,traffic jams,serious damage to historical and cultural relics,blind imitation of the city,and so on.When people pay attention to these superficial problems,they often overlook a more important issue: the lack of urban spirit.Urban culture,especially urban spirit cultivation,is an important part of urban governance.In China’s urban construction,economic construction is paid a lot of attention,but spirit cultivation is not.The study of urban spirit mainly focuses on urban planning,urban aesthetics,political science,etc.,and lacks systematic research on the perspective of public management.The multi-participation mechanism under the leadership of the government as the main body of urban spirit cultivation is still far from being formed.Therefore,the use of systematic and scientific ideas as a guide to urban spirit cultivation has become an inevitable requirement of urban governance.Starting from the perspective of public management,the thesis takes urban spirit cultivation as the research object.Through the interpretation of the related concepts and theories of urban spirit cultivation,this thesis lists the problems in the process of urban spirit cultivation and analyses the reason combined with the current situation of urban development in China.What’s more,this thesis also puts forward the suggestions for improving the urban spirit cultivation based on the successful experience of urban spirit cultivation in the home and abroad.The thesis is divided into six parts,and the first part is introduction.It includes researchbackground,research significance,research ideas,research methods and innovations.Then it reviewed the domestic and foreign literatures about different connotations of urban spirit,relations between urban spirit and citizen,urban spirit and city image,and urban spirit from the perspective of public management.The second part is the definition of related concepts and theories.It clarified the concept of urban,urban culture,urban spirit,urban spirit cultivation and the relationship between the four,and then clarified the role of public management theory,urban governance theory,spiritual production theory,and multi-center governance theory in the process of urban spirit cultivation.The third part analyzed the current situation and problems of urban spirit cultivation in China.The domestic urban spirit cultivating has achieved certain results,but there are still problems such as the singleness of cultivating subject,the backwardness of the cultivating method,the lack of innovation,and the unsatisfactory effect of cultivating.The fourth part is to explore the reasons for the problems of urban spirit cultivation in China from the perspective of public management.It is mainly due to the deviation of the concept of urban spirit cultivation,the restriction of traditional urban management system,the lack of motivation for cultivating and the imperfect supervision and evaluation mechanism,and the lack of a comprehensive governance mechanism.The fifth part is the enlightenment of urban spirit cultivation in the context of public management.It summarized the urban spirit cultivation process in New York,Osaka,Nantes,Beijing,Shanghai and Hangzhou,and summarized the experience and enlightenment of these cities.That is,cities should establish correct cultivating concepts,give full play to the synergetic cultivating function of multiple subjects,make full use of major events and pay attention to urban culture construction.The sixth part put forward the countermeasures to improve the urban spirit cultivation in China.Aiming at the problems and causes in the cultivation of urban spirit in China,this thesis proposed the establishment of advanced urban spirit cultivation concept,the establishment of multi-subject collaborative management mechanism,and the use of modern information technology to carry out urban spirit cultivation.In addition,this thesis classified the cities into composite cities,political cities,economic cities,cultural cities,and tourism cities and the spirit cultivation will be carried out according to the categories.Therefore,it will create a good social environment,and form a coordinated governance mechanism in which multiple subjects participate in urban spirit cultivation.
