The Communist Party of China was facing a new historical background.In politics, theestablishment of People’s Republic of China has opened a new historical chapter, Chinese peoplestand up and become the master of their fate; In economy, KMT reactionary Government has lefta mess of problems to new China,economic depression, so the new government has a lot ofthings to do; In military, People’s Liberation Army has made a basic victory, KMT army weregot left basically, but KMT army still want to survive. At the international level, soviet unionhave recognized People’s Republic of China, United States was against with the new China andcarried on policies of political isolation, economic blockade, military siege. In Communist Partyconstruction,Communist Party become ruling party, facing the new task of taking national power.Under the new situation, how to maintain its own humble and discreet, to be a modest, how tomaintain its own self-discipline to prevent “sugar-coated bullets” invasion became inevitablenew tasks. Facing the test of national regime, Communists fired the first shot of the battle againstcorruption in poor conditions. We are encouraged by determination of firm crackdown, andeffect of the “first shot”, of course, there are defects. Today’s mistakes will become the teacher offuture. In order to avoid repeating historical mistakes, we need to sum up the prevailingcorruption experience and lessons of history.Based on the new Chinese special historical background in the early days, anti-corruptionsystem theory and practice, we want to conclude experience and lessons to benefit today’sfighting against corruption. The research methods used in this article is: historical analysis andsystematic approach. According to the study on the systematic approach of struggling againstcorruption during this period, it will help us to grasp the Communist Party’s line, principles andpolicies against corruption at the beginning of the ruling time, thus it will contribute to ourresearch on the theory of anti-corruption since Reform and Opening up. By historical researchmethods, corruption “typical” will help us to understand the thoughts and ways of “ideologicaleducation and mass movement” at the beginning of the ruling of the Communist Party andprovides the experience and lessons learned in the fight against corruption for the subsequentperiod, therefore, it will provide an objective basis of continuous anti-corruption strategies sincethe new history of China.We can get the following enlightenments by the above analysis:(i) Ideological Education isforerunner, we should focus on raising the level of party members and cadres of self-discipline.(ii) System construction is the fundamental, we should fight against corruption to form a fixedsystem.(iii) Effective supervision is the security, we should make the power to get correctly, effectively, a nd reasonably used.(iv) Cadre team is the basics, so a lot of honest, efficient,law-abiding cadres should be trained.
