The Electronic Government Affairs Information Security Management Comparative Study

The ultimate goal of e-government is established the high efficiency construction of public service comprehensive platform. As the important application fields of information network, large number of information running on it, most of the national government information is confidential and sensitive. So the E-government system must consider both of the government internal network and the public service network security. If the E-government system once attack by accidents, it will affect People’s Daily life, also led bad influence on the government image in the public, even cause huge economic losses, and led threats to national security.The E-government system involving various system, various applications and different levels of users, so it absolutely will face huge security threats, E-government information security has become the crucial question. In this dissertation, I will focus on the problem of E-government security as the following main content:(1) The analyze of current situation of information securityFirstly analyzes the basic theory of E-government and the current stage of the realities, and points out the importance of safety level of E-government at the national security. Further refer to the weakness of domestic E-government information security system, analyzed comprehensively the threat and safety situation of e-government information home and abroad, and innovative point out "barrel theory" introduction to the field of E-government affair safety, combined with the E-government information security model, and describes the relationship between technology and management, at last highlights the importance of the management.(2) The research on the technology and management level of E-government information securityDoing the explaining on two aspects of computer system and network, briefly introduces some concrete defense technology, analyzing which actual problem can be solved and can not be solved by the technical level.In the management level of E-government information security, analyzed based on the existing flaws in the management level; Put forward the method of establishing a safety strategy, and work out some suggestions for the characteristics of Chinese E-government information security management strategy.(3)The ISMS construction for E-government information securityThis dissertation mainly analyzes the ISMS construction; discusses the necessity and feasibility of ISMS in information security management system Through the important case study of Chinese and foreign comparative analysis, find difference of the establish process of ISMS, proposed the direction of established E-government ISMS accord with China’s actual conditions...
