Research On The Shortcomings And Improvement Countermeasures Of E-government Construction Of County-level Government

The development of e-government is derived from the progress of science and technology and the development of economy and society.Under the background of "Internet plus",the breakthrough of information technology has created favorable conditions for government informatization.With the continuous progress of economy,science and technology,China’s government e-government has gradually developed.The "release,management and service" reform and the "run once at most" reform have provided new opportunities and requirements for the construction and development of e-government.The development of e-government is facing more and more opportunities and challenges.How to promote the development of government e-government in a complex and changeable environment has become a problem worthy of attention of governments at all levels.Building a service-oriented government that can satisfy the people is China’s continuous optimization of government construction in recent years,and seeking further development has also become the overall goal of optimizing government services.In this context,Chinese governments at all levels have carried out e-government work one after another,trying to use e-government to promote the transformation of their own administrative methods and administrative functions.However,because China is a developing country,the research and construction time of e-government is short and the experience is insufficient,resulting in some defects in both theoretical and practical construction of e-government.Moreover,the research on E-government is mostly limited to provincial and central research,and there is little research on grass-roots government.Therefore,this paper takes Haizhou District government as a research case to explore the process of Haizhou District government building e-government system.Through research,it is learned that at this stage,although Haizhou District government has made some achievements in the construction of e-government system,the people have been better served.However,there are still many problems in the construction process,such as the low quality level of e-government construction,few civil servants mastering the operation ability of e-government,it is difficult for people and social organizations to participate in e-government construction,the lack of information security guarantee of e-government system,etc.The main reasons are that the construction of e-government is passive,lack of initiative,local government e-government does not build a talent training system,do not recognize the importance of the public and the third party,lack of E-government security awareness and lack of legal guarantee.Based on the new public management theory and holistic governance theory,it also puts forward corresponding solutions,such as strengthening the top-level design,establishing the "top leader" responsibility system,changing administrative thinking,taking the initiative,promoting the transformation of the role of the government,building a collaborative governance system,strengthening the security management of information resources,etc,I hope to provide some valuable references for optimizing the construction of grass-roots e-government,so that e-government can be well constructed and effective in district and county-level governments,and improve the overall service capacity of our government from the grass-roots level.
