Study On The Development Of Democracy At Grass-root Level In Rural Areas After Reforming And Opening-up

Democracy at the grass-root level in rural areas is an important part of CCPdemocracy construction. With the great development and transformation of the politicaland economic systems, it has been improved rapidly after the Reform and Opening-uppolicy was carried out. Though their democratic qualities and ability to govern havedeveloped prominently, the problems and shortcomings still exist. The following articleis based on the understanding of current situation of democracy at the grass-root leveland related research materials.This article contains five parts, including the conclusion. The first part mainly talksabout the theories, which analyses the meanings of democracy and inner-partydemocracy, the essence, features and functions of democracy at the grass-roots level inrural areas. It serves as the theoretical basis. And then the next part writes about thesignificance of enhancing and developing the democracy. It’s written from four aspectsthat are deepening our rural reform, increasing the governing capacity in rural areas,pushing forward the construction of building the new socialist countryside, togetherwith forming the people’s democracy sense. The third part is about the problems,including the weakness of sense for democracy and the lack of harmonious culturalatmosphere within the party in rural areas, the absence of an effective system and theanalysis of their causes. The following part is the key of the whole article, which refersto the how to enhance the democracy at the grass-root level. Five main ways arementioned—to create a better cultural atmosphere, to develop people’s sense fordemocracy, to speed up the construction of the system and mechanism, to improve theparty’s building capacity and to cultivate the potential democracy elements. Somedefects of this article are pointed out in the conclusion.
