Study On The Policy Of County Region Urban System Planning

In the modern time, the imbalanced development of different regions and the unreasonable industrial structure are the important factors which restrict the developing pace of our country economy. The gap between urban and rural areas is becoming more and more obvious, and the unreasonable industrial distribution results in a variety of problems. That accelerating the development of urbanization can provides a feasible path to solve this problem. In the new period, the collaborative development has been instead of the competitive development among cities, and the urban system construction carries out in the regional and global perspective, so planning is a key to overall arrangement. Actually, urban system planning can realize national economy and social development, at the same time, it is the guidance of overall planning and special planning. Under the current new situation, urban and rural planning system has been changed greatly, especially after the 《Urban and Rural Planning Law of the People’s Republic of China》 publishing, urban system planning has been adjustment, regional adaptability and coordination of the planning is more obvious. In this background, the county government undertake more specific task of reform and development. This article which takes the Xiuning County as an example is just based on the county region urban system planning, and aims to find the urbanization way for rural areas. The first part is consist of the basic background and purpose of this research, and elaborate the policy effect of the county region urban system planning on the social and economy in county area, at the same time,this part sort the theory of urban system planning and the foundation of domestic and foreign scholars’researches; the second part gives some definitions of concepts which are mentioned by this article firstly, and then draws lessons from three theories, which are the perspectives of the following content, it also describes their meaning and significance in detail, and analyses the policy characteristic and functions of urban system planning in the new situation; the third and the forth part introduce the present situation of the county region urban system planning which takes Xiuning as an example, and discuss the problems and causes; the last part puts forward the policy proposal of improving the urban system planning, including that accelerating the county finance reform in order to ensure the implementation of the planning policy, and strengthening guiding role of planning policy, highlighting the position of urban system planning, perfecting monitoring system.
