Research On County Level Urban Management Law Enforcement System Under The Background Of New-style Urbanization

With the accelerating development of urbanization in China,unprecedented expansion of the scale of cities and towns,rural population influx into the county-level cities,county-level city management has become a serious challenge facing the county government.County-level administrative enforcement of urban management,as a crucial part of county-level city management,plays an irreplaceable role in maintaining the normal operation of the city.In G town tube the legal basis for enforcement system,organization,coordination mechanism,the power allocation,the law enforcement troop,public participation and so on carries on the analysis found that although the urban management enforcement system at the county level,the greater progress but also there is a lack of legal basis,organization is not sound,inter-departmental coordination is not smooth,inadequate supervision and safeguard mechanism is imperfect,power down,citizen participation is relatively low.The study found that although the county-level urban management law enforcement system has made great progress,there are still lack of legal basis,organizational structure is not perfect,inter-departmental coordination is not smooth,supervision and protection mechanism is not perfect,power is not fully transferred,and citizen participation is not Higher issues.The reasons for the lagging implementation of the county-level urban management law enforcement system include prominent social conflicts,relatively lagged management methods and concepts,gaps in public service provision,residents' participation awareness,and cultural literacy.In order to advance the reform of county-level urban management law enforcement and improve the management and law enforcement performance of urban management departments,laws and regulations should be improved;urban management agencies should be improved;inter-departmental coordination should be promoted in the form of joint law enforcement;grassroots urban management should be strengthened;and urban management ability should be enhanced;Strengthen citizens' supervision andparticipation in urban management.In short,in order to further improve the level of county-level city management law enforcement in China,a county-level urban governance pattern of scientific and normative,collaborative,and citizen participation should be established.
