Study Of Urbanization Of Rural Areas Based On Urban-Rural Planning

By an integrated utilization of both qualitative and quantitative analysis methods plus document consultation and case interview, the paper analyzes the current situations and characteristics of urbanization of rural areas in Tianjin, particularly in the 9 residential blocks of 4 areas in Dagang District of Tianjin. Based on the above analysis, the paper believes that there are seven motivations to promote the urbanization in Tianjin: namely, economic, policy, planning, market, administration, land and creation; it also believes that both opportunity and challenge exist in the future development of urbanization and that there will be more opportunities than challenges. The opportunity are the rich land resource reserves which will provide a broad space for urbanization development; a well-developed infrastructure condition which meets the requirement of modern urban construction; an advantageous human resources which will facilitate urbanization progress; and the strong tendency of economic development in areas around the Bohai Bay which will quicken the pace of urbanization in Tianjin.By reference to the general theory of urbanization and the historic development and experiences both at home and in foreign countries, the paper proposes that the ideas to be followed in the development of urbanization should be: to give full play to the role of market mechanism by an integrated urban-rural planning and stick to the open policy and service strategy. Based on the ideas, the paper puts forward the measures to promote the urbanization in Tianjin as follows: to make planning in a scientific way so as to achieve an orderly development of townships; to construct more infrastructure facilities to support the development; to raise capitals in every possible way for a better development; to speed up the development of local enterprises to enhance the urbanized construction in rural areas; to reform the residence registration system to facilitate urbanization; to intensify land management; to perfect social security system in urban areas; to promote environmental protection for a sustainable development; to take a new round of urban township rectification; and to improve urban- rural planning for a unifies development.
