Research In NCO Ranks Construction Of Our Troops In The New Era

The newly revised Regulations of NCO Management of Chinese PLA has already implemented On July1st,2011.Its promulagation and implementation means that the laws and regulations of construction of our NCO management become more perfect. It can strengthen the whole construction and continuously improve the overall quality of the NCO,providing legal and regular quaratee to consolidate the combat effectiveness of armed forces.It also has very important realistic significance toward fully playing the role of constructing our army.At persent for how to construct the NCO,all the troops of the army are researching on this issue in the dispersed state.They just research on some cases while not available to do systematic and overall studies on how to build a high quality NCO ranks. So this essay try to solve that problem.From ifferent angles,it disscuss the theory and practice,such as the re-election,training,promotion,daily regulations,problem-solving,and the placement of retirement,etc.then put forward the opinions.Under the new historical conditions,the essay guided by the scientific outlook on development and the strategic principle of the central Military Commission that "Constructing information army,winning the information war".It mainly about improving the quality of construction of our army and generating innovative fighting capacity,tracing back to the reform that changing from voluntary service system to the officer system,combinating new situation,new characteristic,new problems of NCO construction,especially since the recruited officer join in this rank.At last,it discusses the main features of it.The paper provided general methods for the leaders up the regiment level to build a high quality and relatively stable NCO rank.Thus,we can faithfully fufill the functions and missions of our army,and laying the foundation for human resources.
