In January 2015,the Central Office of the People's Republic of China and the General Office of the State Council issued the "Opinions on the Establishment of a Parallel System for the Establishment of Civil Servants' Duties and Ranks in the County-Level Organs",and established a parallel system for the ranks and ranks of civil servants in the organs below the county level,officially promoting the rank-level promotion system in the county.The organs below the level are fully rolled out,trying to break the problem of grassroots civil servants who have been promoted and have low promotion.Up to now,it has been more than three years since the implementation of the parallel system of civil servants' duties and ranks in the county-level organs.It is not only a way for grassroots civil servants to improve their treatment.Through improvement and improvement,their incentives can more effectively mobilize the enthusiasm of civil servants and enrich their work.The career development of civil servants has broken the predicament of the promotion of civil service posts and unit specifications,promoted the further optimization of civil servant management,and promoted the research level of civil servant management.The experience gained during the implementation process and the problems encountered will be in June 2019.The parallel system of civil servant positions and ranks fully implemented by the organs at or below the national bureau level has important reference significance.Therefore,this paper takes the Y city GT system as the research object,and investigates and studies the changes in the salary of civil servants before and after the implementation of the parallel system of civil servants' duties and ranks in the county and below,and conducts in-depth interviews with relevant departments and personnel to understand the duties of civil servants in the lower organs of the county.The implementation of the rank parallel system in the Y city GT system.Combining the research results of domestic and foreign scholars on the issue of civil servant incentives and applying the relevant knowledge of the intensive theory,this paper analyzes the problems and incentives of the civil servant position and rank parallel system in the county organs and below,and finds that the grassroots civil servant position and rank promotion space remains.Smaller,there are incentives for the civil servant civil servant position and rank parallel system in the county-level organs.The democratic evaluation and assessment criteria for promotion at the ranks are too vague and formal,and the parallel system of civil servants and ranks at the grassroots level has an impact on the promotion of job promotion.Positive strengthening factors and negative strengthening factors are not fully effective.In combination with the experience of the Y city GT system in implementing the parallel system of civil servant positions and ranks in the county organs,in order to further improve the civil service duties and ranks in parallel,and improve the system design,this paper puts forward some immature suggestions,such as the implementation rules of the optimization system to improve The incentive function of the ranks gradually links other treatments with the ranks to enhance the sense of rank recognition,combines the daily assessment with the promotion assessment to improve the rank promotion promotion system,and broaden the rank promotion promotion channels to ensure fairness and justice.
