The Study Of The Service-oriented Town-ship Government’s Public Service Function

As the grass-roots government of China, township government faces to a huge number of peasants directly and undertakes the major task of community management and public service of rural areas. It is significant for the construction of new socialist countryside and the construction of socialist harmonious society to promote the reform of the township government and consummate the public service function under the guidance of service-oriented government concept.As a major agricultural country, there is a large peasant population and a vast rural area in China. The Party central committee pays close attention on rural area, peasant and agriculture. During the last nine years, all the first files of the central government are about the three rural issues. But there is a large disparity between the public service of the rural areas and the cities because of the long-standing urban-rural dual system. As the major undertaker of the public service of the rural areas, it’s necessary for the township government to establish the concept of service, improve the level of public service continuously, consummate the public service function and construct service-oriented township government.This article is about the consummation of the town-ship government’s public service function during the construction of the service-oriented township government.Firstly, the construction of the service-oriented government and the huge disparity between the public service of the rural areas and the cities is elaborated as the background. In order to indicate that it’s necessary for the town-ship government to consummate public service function and construct service-oriented township government as the grass-roots government that undertakes the task of public service of the vast rural areas. Then, the present situation of the town-ship government’s public service function is analyzed; especially the problems arise during the fulfillment of the function. During the town-ship government’s actual work, there is vacancy, offside, dislocation of the town-ship government’s function, deficiency of the public service ability and enthusiasm, the imbalance of the public service supply and the need of the township residents and peasants. The article goes deep into the reasons for these problems. Starting from the town-ship government itself, there is unclear definition of the town-ship government’s function, problems in the functional structure and governance structure, lack of the demand expression mechanism and competition mechanism. Besides the reasons of the town-ship government itself, the false in the financial system and the county-township management system hinders the fulfillment of the town-ship government’s public service function. Finally, the article proposes some countermeasures and suggestions for the consummation of the service-oriented town-ship government’s public service function. It’s insufficient to merely construct the town-ship government itself for the consummation of the service-oriented town-ship government’s public service function. It’s also necessary to sort out the relationship between the town-ship government and the superior government, the non-governmental organizations, the township residents as well as peasants. The town-ship government should establish the concept of public service, consummate the functional structure and governance structure develop the electron government affairs, and expand the participation of the peasants. At the same time, the system construction and supporting reform measures should be conducted to sort out the county-township relations, the governance power and financial power. Last but not least, the town-ship government should guide and cultivate the other social subjects actively in order to make it as the supplement for the public service function.
